Step 1 — Know Your Product Tier (It Changes Everything)
Litter boxes fall into three tiers, and each has different MOQs, certifications, and costs:
- Basic plastic trays: MOQ 200–500 units, no electronics, minimal compliance.
- Automatic / self-cleaning boxes: MOQ 10–100 units at most factories; motors and sensors mean FCC (US) and CE (EU) are required.
- Smart boxes (Wi-Fi + app): MOQ 100+ at most factories (we start trial orders at 10); adds FCC for the radio module and possibly FDA Form 2877 if infrared or laser sensors are used.
Most buyers start with an automatic cat litter box and add the smart features later — it keeps the first order simple.
Step 2 — Understand MOQ and Where Pricing Breaks
MOQ is the first thing buyers ask, and it varies wildly. Here's the realistic landscape:
- Catalog models: trial orders from 20 units; bulk pricing typically unlocks at 200+ units.
- Custom logo: usually 100–200 units minimum.
- Custom packaging + manuals: 500 units minimum is common.
- Custom colors / logo / packaging: 1,000+ units.

Step 3 — Get the Certifications Right (US vs EU)
This is where importers get burned. What you actually need depends on the destination:
- United States: FCC for any Wi-Fi/Bluetooth electronics. Smart boxes with infrared or laser sensors may need FDA Form 2877. If your box uses UV-C or ozone to "sanitize," it may be classified as an EPA pesticide device requiring an EPA Establishment Number. Lithium batteries must be declared as dangerous goods.
- European Union: CE marking plus REACH compliance (ask for the SVHC declaration). For the UK specifically, UKCA marking.

Step 4 — Plan Shipping and Total Landed Cost
Litter boxes are bulky — freight is a real cost. Key numbers for China → US:
- Sea DDP (LCL): best for 100+ units; roughly $2–5 per unit.
- Sea DDP (FCL): cheapest per unit for full-container orders (20GP/40HQ).
- Air DDP: $15–25 per unit, 5–10 days — only for urgent/high-value smart boxes.
Two warnings: (1) US importers face Section 301 tariffs of 7.5–25% on top of normal duties — always compute total landed cost. (2) Litter boxes are classified "Oversize" by Amazon FBA, so many sellers use FBM for low-value models. Full breakdown in our shipping guide.
Step 5 — Verify You're Dealing With a Real Factory
Many "manufacturers" on marketplaces are trading companies. Three checks that separate the two:
- Ask for a live video walkthrough of the production floor — a real factory will do it on the spot.
- Request the business license and export license, plus audit certificates like ISO 9001 or BSCI.
- Ask a technical question (e.g., "what's the drum tolerance?") — a trading company can't answer; an engineer can.
