Why Certifications Decide Whether Your Shipment Clears

A basic plastic litter tray needs almost nothing. A smart cat litter box with Wi-Fi, sensors, and a motor is an electronic device — and that triggers a completely different compliance stack. Get this wrong and your container sits at customs while storage fees pile up. Get it right and you clear in days.

The rule of thumb: the more "smart" the box, the more paperwork. A radio (Wi-Fi/BLE) needs FCC, sensors may need FDA, and any UV-C or ozone "sanitizing" claim can drag in the EPA.

United States — FCC, FDA Form 2877, and the EPA Trap

• FCC — required for any device with a Wi-Fi or Bluetooth radio. Non-negotiable for smart boxes. Ask for the actual FCC ID and test report, not a summary.
• FDA Form 2877 — required if the box uses infrared or laser sensors, which are classified as radiation-emitting products. This is the one most first-time importers miss.
• EPA pesticide device — if the box "sanitizes" with UV-C or ozone, the EPA may classify it as a pesticide device and require an EPA Establishment Number. This surprises a lot of importers.
• RoHS — restricts hazardous substances in electronics; expected by US and EU retailers alike.
• UL (optional but valuable) — independent electrical safety. Not legally mandatory, but Amazon and big-box retailers increasingly ask for it.

European Union & UK — CE, REACH, UKCA

• CE — the EU conformity mark. Your supplier must provide the Declaration of Conformity, not just the logo.
• REACH — restricts hazardous chemicals. Ask for the SVHC (Substances of Very High Concern) declaration from the factory.
• UKCA — the UK's post-Brexit mark, mandatory for most products sold into Great Britain.

The Battery Question Most People Forget

Smart litter boxes with a Wi-Fi module usually carry a small lithium battery (for the clock, or as a backup). Lithium batteries shipped by sea or air need UN38.3 certification — a transport-safety test. Without it, your freight forwarder may refuse the cargo. Always ask: "Does the lithium battery in the Wi-Fi module have UN38.3?"
